In the "ideal" nicotine and tobacco products market [in the U.S.? globally?], all adults who use nicotine would do so with full information about and understanding of the deadly smoke and tar created by combustion. They would have access to a wide variety of consumer and medicinal products that deliver nicotine without combustion, as well as to cessation counseling and support. FDA approvals and authorizations of products that contain nicotine would give these adults confidence in the quality of all products on the market -- both in terms of their individual health risks, but also in terms of the integrity and quality of operators along the supply chain and the marketing practices of the manufacturers. And youth access to and use of all of these products would be minimal to non-existent.
